RISK ASSESSMENT POLICY

The safe operation and the use of hydraulically operated cranes is the responsibility of three principals involved in the process to ensure a safe working environment.

1. Crane Owner
2. Crane Operator
3. Site Supervisor / Representative

 

CRANE OWNER'S RESPONSIBILITIES

1. Assign suitable equipment and people to the job.
2. Provide cranes in safe, operable conditions.
3. Maintain cranes and equipment according to manufacturer’s specifications.
4. Establish preventative maintenance and inspection programs.
5. Empower the crane operator to refuse to make a lift for safety reasons.
6. Provide crane operators who are well trained, competent, and certified.
7. Inform operators of hazards.
8. Assign operators who are medically, mentally and emotionally fit.
9. Establish a well-equipped workshop and well-trained personnel (mechanics).

CRANE OPERATOR’S RESPONSIBILITIES

1. To operate crane in safe, controlled and smooth manner.
2. To select appropriate boom, jib and crane configuration to meet lift requirements.
3. To determine the number of parts of hoist line required.
4. To understand the cranes limitation.
5. To read and understand load charts.
6. Daily pre-use inspection on crane.
7. Check that site is adequately prepared for crane.
8. Identify hazards, i.e. overhead power lines, culverts and underground pipe ways.
9. Setting up of crane – crane selection.
10. Assess weather conditions, i.e. windy / raining.
11. Assist to certify crane, i.e. logbook, load chart, etc.
12. To be familiar with operator aids, i.e.:

a. Boom angle indicator
b. Drum turning indicator
c. Drum fitting indicator
d. Empty drum indicator
e. Anti 2-block
f. Load indicator
g. Rated capacity indicator
h. Out of radius indicator

SITE SUPERVISION REPRESENTATIVE

1. Site supervisor / Representative should be involved in planning the lift operation (weight radius and height).
2. To ensure correct crane selection.
3. To ensure the ground beneath the crane can support the load.
4. To ensure adequate space to safely assemble, erect and operate the crane.
5. To inform crane operator of any hazards, i.e. overhead power lines, sewers etc.
6. To ensure all legal documents are updated and present before operation on site.
7. Organise pre-lift meeting if necessary.
8. Ensure that the rigger is competent in rigging.
9. Ensure that rigger is competent as a signal person.
10. Assess weather conditions.
